1.0 About Impact Investing Ghana

Terms of Reference (Annex 1)

2.0 Introduction & Objective

Impact investing has emerged as a critical driver of Ghana’s sustainable development, mobilising private capital to generate measurable social and environmental outcomes alongside financial returns. Yet, despite notable progress—including the establishment of a fund of funds, pension industry capacity building, and ecosystem mapping in 2021—the absence of a national market sizing report remains a major constraint. Without reliable data on the scale, maturity, and characteristics of the market, policymakers, investors, and ecosystem actors lack the evidence base needed to design effective interventions, allocate resources, and build confidence in the sector.

This gap has been highlighted by both national stakeholders and international partners, including the Global Steering Group for Impact Investing (GSG), which has underscored the importance of market sizing as a foundational step for National Advisory Boards (NABs). Ghana’s inability to publish updated data since 2021 has left the ecosystem reliant on outdated information, limiting its ability to attract catalytic capital and scale impact‑driven ventures. The previous government’s Ghana CARES programme estimates that over USD 70 billion in private sector investment is required within three and a half years to revitalise the economy—underscoring the urgency of robust market intelligence.

The Ghana Ecosystem Mapping and Market Sizing Research therefore seeks to fill this critical gap, providing baseline data to guide investment decisions, strengthen policy frameworks, and enable women‑ and youth‑led MSMEs to benefit from opportunities such as the Africa Continental Free Trade Area (AfCFTA). By synchronising Ghana’s research instrument with those of other African NABs, the project will also contribute to regional comparability and lay the foundation for a continental impact investing report.

3.0 Scope of Services

As editor and proofreader, you will play a critical role in ensuring the clarity, accuracy and professional quality of the Ghana Impact Investing Ecosystem Mapping and Market Sizing Report and its variants. These outputs have been produced by a team of researchers with expert knowledge of the investment ecosystem in Ghana. The audience is both stakeholders in the investing and impact investing ecosystem in Ghana namely; investment institutions such as impact funds, foundations and pension funds and PE/VC Fund Managers; government policy and regulatory institutions such as the Ministry of Finance, National Pensions Regulatory Authority (NPRA) and the Securities and Exchange Commission (SEC); SMEs, Enterprise Support Organizations; financial intermediaries such as Banks and specialised social impact investing intermediaries; and Market Builders & Professional Services such as legal, research, advisory, training, audit, accelerators & hubs. 

The editor should be a communications expert who has extensive experience writing for these audiences and will edit the reports in consultation with the research team and graphic designer to deliver the final outputs: 

  1. Full research report (approx. 150-200 pages)
  2. Research summary (25- 50 pages)
  3. Research PowerPoint presentation

Editing for an industry audience

The report should be written in simple, easy to understand language. The editor will;

  1. Review and edit texts written in English to ensure texts are simple, easy to read and understand, and technically, linguistically and grammatically correct and consistent in terms of completion and terminology usage to ensure accessibility for the diverse stakeholders.
  2. Correct the mechanics and stylistic editing, including clarifying meaning, and punctuation errors of the reports with some accompanying graphics and captions. Additional editing includes success stories and cases.
  3. Strengthen clarity of thought, flow of ideas, and logical structure in line with international research standards.
  4. Ensure accuracy in referencing, footnotes, and citations.
  5. Rewrite the text to make it easier for non-technical readers to understand
  6. Suggest creative ways of using infographics, illustrations, figures and photos to create an easy to read and engaging report.
  7. Suggest layout and space for the text, infographics, photos, and illustrations that makeup the research content

Proofreading

  1. Surface errors such as misspellings and mistakes in grammar and punctuation, eliminating jargon, polishing language; line-by-line editing for smoothness and clarity while maintaining the author’s voice and style.
  2. Assure that texts meet high-quality standards, are error-free and will not need further editing after completion of proofreading

Other

  1. Liaising with the graphic designer to design the layouts of the final report to ensure a visually engaging report.

Contract length/Time Demand:   1st April  – 30th April 2026

Budget for the project:  $4,000

Payment will be made in Ghana Cedis (GHS), using the prevailing Bank of Ghana exchange rate where applicable

4.0 Firm/Individual Eligibility and Qualifications

  • Experience with similar projects, past performance and writing sample
  • Ability to deliver within the required timeframe
  • Competitive price

5.0 Requirements:

  • Minimum five years of relevant experience with a proven record in providing proofreading/editing services in English;
  • Experience writing for an industry/private-sector audience
  • An eye for detail and is very accurate in their work
  • Imagination and good visual sense
  • Good IT skills, including knowledge of word processing

6.0 Evaluation Criteria

Quotations will be assessed based on:

  • Cost effectiveness & value for money – 40%
  • Relevant experience and quality of portfolio – 30%
  • Delivery timeline – 20%
  • Technical approach – 10%

Please provide a proposal that includes the following components:

  • Technical proposal 
  • Profile/CV of editor(s)
  • Work Plan – a work plan showing how the deliverables will be delivered within the timeframe required
  • Relevant Past Experience: Two or more relevant past works for review. 
  • Financial proposal/Quotation
  • Fee estimate based on the Scope of Work set out above (expressed in terms of ‘max number of hours’ x ‘hourly rate’)

8.0 Terms and Conditions

  • IIGh reserves the right to accept or reject any proposal and to annul the procurement process at any time without incurring any liability.
  • The selected consultant will be required to sign a contract in line with IIGh’s procurement procedures.
  • Payment terms will be agreed upon and stated in the contract.
