1. Background

The Ghana Digital and Innovation Week (GDIW) was inaugurated in 2021 under the auspices of the Office of the Vice-President of Ghana, in collaboration with key ecosystem actors and enablers. It formed part of a trilateral initiative to celebrate the accomplishments of Ghana’s digital innovation ecosystem and to build momentum toward a shared vision for its continued growth and development.

The conference builds on the trilateral cooperation between Ghana, Germany, and Israel on Innovation for Development. Initiated in 2019, this cooperation aimed to promote governmental awareness of digital innovation and support the growth of Ghana’s digital transformation and  innovation ecosystem. Over time, the initiative has evolved into a broader multilateral effort, welcoming the participation of additional development partners and stakeholders. This shift reflects the growing recognition of the need for coordinated, cross-sector collaboration to sustainably advance digital transformation in Ghana and beyond.

The Ghana Digital Innovation and Week is a platform to celebrate the accomplishments of Ghana’s digital transformation and innovation ecosystem and build momentum towards a common vision for its future development. The aim is to mobilize diverse digital innovation ecosystem stakeholders towards more collaborative and inclusive ecosystem development. The Ghana Digital and Innovation Week aims to bring together leaders in government, private sector and industry practitioners, national business leaders, academics and research scholars, ecosystem enablers and intermediaries, innovators and international development partners for open discussions that optimize existing interactions between different stakeholders as well as enable stakeholders to discover and take up new roles in the digital innovation ecosystem of Ghana.  

Key ecosystem actors and enablers are invited to organize and host diverse, multi-stakeholder driven events and activities that target different audiences and ecosystem segments throughout the span of a week.

The Ghana Digital and Innovation Week (GDIW) is the country’s flagship convening platform dedicated to showcasing and accelerating digital transformation and innovation across public, private, and civil society sectors. As part of the buildup to the 2025 edition of GDIW, the Secretariat is recruiting  a high-level media agency to support with post launch media deliverables, design and implement set of strategies to carry and sustain media marketing for GDIW and also cover the events within media circles from August to November 2025. 

Participants

The events will bring together varied participants – from leaders in government, private sector and industry practitioners, national business leaders, representatives of academia and research scholars, ecosystem enablers and intermediaries, innovators , and international development partners. More specifically, 

  • Private sector, civil society, and academia
  • Ministries and Government Agencies in the landscape of digital innovation
  • Ministers of the aforementioned Ministries
  • Representatives from Israel (Embassy, Mashav, MCTC) and Germany (Embassy, GIZ), as well as other development partners.
  • Funding partners like FCDO, MEST Africa, UNDP, VCTF, among others. 
  • Innovation partners such as CSIR, Ashesi University etc.
  1. Purpose of the Assignment

To increase reach, visibility, and engagement across digital platforms, the GDIW Secretariat seeks to recruit a Digital Media Agency to manage and implement all digital communications, content, and media engagement activities from September 2025 to January2026.

Terms of Reference (Annex 1)

1.10 Objective of Consultancy

To increase reach, visibility, and engagement across digital platforms, the GDIW Secretariat seeks to engage a Digital Media Agency to design, implement, and manage all digital communications, content creation, and media engagement activities, ensuring consistent brand presence and audience engagement for the 2025 GDIW, working in close alignment with the GDIW secretariat and the event’s planning committee.  

More specifically, the Consultant shall:

To provide full-spectrum digital and media services that will:

  • Amplify awareness and participation in GDIW 2025 across Ghana and beyond.
  • Promote regional events, thought leadership content, and key milestones leading to the main event.
  • Manage end-to-end digital campaigns, social media, media placements, and online community engagement.

3. Scope of Work

The selected agency will be responsible for delivering the following key tasks:

A. Strategic Digital Communication Planning

  • Develop and execute a comprehensive digital media strategy aligned with GDIW’s objectives and annual plan.
  • Develop a digital communication roadmap for the “Road to GDIW” campaign.
  • Develop a digital content calendar and posting schedule.

B. Content Creation & Storytelling management

  • Ensure all content adheres to GDIW branding and communication guidelines.
  • Design compelling and engaging content (videos, motion graphics, social cards, blog posts, short documentaries, etc.) to highlight:
    • The journey to GDIW 2025.
    • Regional events and their impact.
    • Stories from innovators, startups, partners, and government stakeholders.
  • Provide live coverage (photo, video,  social media platform, and website updates) for all regional and national events.

C. Media Placement & Advertising

  • Draft and disseminate press releases, media advisories, and opinion pieces.
  • Secure digital media placements and sponsored content in leading platforms relevant to tech, governance, and innovation in Ghana and Africa.
  • Work closely with mainstream and niche media outlets for online coverage and interviews engagements.

D. Platform Management & Analytics

  • Manage GDIW social media platforms: content calendar, daily posting, community engagement, moderation, etc.
  • Produce weekly performance analytics and monthly summary reports.
  • Provide recommendations for campaign optimization based on real-time engagement data.

E. Event-Specific Support

  • Provide on-ground digital support for:
    • All regional roadshow events.
    • Main national event in Accra.
    • Any interim technical or partnership engagements.
  • Coordinate with livestream teams and technical partners to ensure a seamless digital presence during events.
  1. Social Media Management
  • Manage and grow GDIW’s presence across key platforms (LinkedIn, Twitter/X, Facebook, YouTube, etc.).
  • Monitor, respond to, and engage with audience comments, messages, and mentions in a timely manner.
  • Track trends and leverage them to boost engagement

4. Expected Deliverables

The selected firm shall be expected to provide and deliver the following deliverables as shall be specified and contracted. 

  • Detailed Digital Campaign Strategy and Timeline.
  • Weekly Content Plans and Publishing Schedules.
  • Full creative content suite (videos, motion designs, banners, press-ready artwork, etc.).
  • Bi-weekly and Monthly Analytics Reports.
  • Media Buy Plans and Ad Reports.
  • Final Project Report and Analytics Summary (Post-GDIW).

5. Duration and Timeline

Start Date: September 1, 2025
End Date: Januaury 30, 202

6. Submission Requirements

Interested agencies are invited to submit:

  • A brief proposal (max 5 pages) detailing approach, tools, and previous relevant work.
  • Portfolio of similar work (minimum 3 examples).
  • Profiles of team members assigned to this project.
  • Budget estimate and work breakdown.
  • References or client testimonials.

7. Required Expertise

The ideal consultant should have:

  • Proven track record of managing digital media campaigns for large-scale events, public sector programs, or national campaigns.
  • Strong creative design, motion graphics, and content development capability.
  • In-house capacity or access to networks and media buying expertise.
  • Experience in analytics, media strategy, and campaign optimization.

The selected provider will report directly to the Consortium partners, with day-to-day coordination supported by the GDIW Secretariat

8. Budget Guidance

This assignment is expected to adhere to a cost-conscious approach with a transparent, itemized budget breakdown, including unit costs and vendor quotes. Line items such as souvenirs (e.g.,  Media quotes ). Emphasis will be placed on essential components: Track record, implementation strategy and guideline.
